An Interview with F. Carl and Vicki Pence >>Oral history interview with Carl and Vicki Pence, Boise, ID, August 11, 2022. >>Carl Pence was born in Mackay, ID, in 1943. He developed an early interest in forestry through his local 4-H Club, and went on to earn a degree in Natural Resource Management from the College of Forestry at the University of Idaho in 1965. While he was there he met the love of his life, Vicki, whom he would marry soon thereafter. Vicki was born and raised in Salmon, ID, where her parents ran an outfitting business. While in college, Carl worked as a Headquarters Guard for fire on the Challis NF and had a summer job on the Salmon NF, where he remained on as a Range and Wildlife Sub-Staff Officer. His first "blue envelope" took him to the Bridgeport RD on the Humboldt-Toiyabe NF where he served as Recreation Staff Leader. He returned to the Salmon NF as an Assistant Ranger. From there he went on to the Ely RD, where he served as FS liaison to the NPS and managed the Wheeler Peak Scenic Area. His next assignment took him to the Unity, Oregon, where he served as the Other Resources Assistant and head of the Recreation, Range, and Wildlife Program. He went on to Baker City, Oregon, where he worked as Assistant Forest Planner, helping to implement the recently-passed environmental protection acts of the late 1960s and early 1970s. He continued on to Jackson Hole, Wyoming, where he ran a study to see if a portion of the Upper Snake River would fit under the protections of the Wild and Scenic Rivers Act. He moved on to become Area Ranger of the Sawtooth National Recreation Area, then Deputy Forest Supervisor on the Gila NF, then Forest Supervisor on the Malheur NF. In his last assignment, he ran the Interior Columbia River Basin Management Plan. In this interview, he and his wife Vicki discuss the joys and hardships of a life in the outfit. Vicki describes the difficult childbirths she had on remote districts, the challenges of moving so often, and the sometimes spartan housing accommodations they were forced to live in. Together, they paint a valuable portrait of the resilience of the "Forest Service Family." |
