American Forestry Delegation to Soviet Union 1973 >> Forest Service Chief John R. McGuire led a 6-man U.S. forestry delegation to the USSR from August 26 - September 7, 1973. The goal was to meet with forestry counterparts in the USSR, to determine areas of mutual research and technological interest and to develop proposals for specific cooperative programs that would prove of benefit to the United States. Other delegation members were: Dr. R. Keith Arnold, Deputy Chief, Research; Dr. Robert W. Brandt, Plant pathologist; Dr. Eric Ellwood, Dean, School of Forest Resources, North Carolina State University; Oscar Traczewitz, Director of Woodlands, International Paper Company and Lynn Biddison, Assistant Regional Forester, Region 3. Plus, the State Department Interpreter Alexis Tatistcheff. The Soviet Union tour was limited to the Ukraine and Russian Republics, the areas closest to Europe, which he compared in topography and vegetation to northern Idaho and Montana. "During our stay, we found our Russian hosts very kind and always cooperative. The Russians have fire problems similar to those of the U. S. Biddison learned that 60 percent of all fires there are man-caused. The Russians use smokejumpers, helicopters, and bulldozers but have not adopted the aerial tanker as a major firefighting weapon. In addition to firefighting, the two committees tentatively agreed, pending approval by the two governments, to exchange information and sometimes experts in the areas of forest insects and diseases, improved harvesting methods, forest regeneration and classification of forest ecosystems and studies of their biological potential.
