A discussion of history of the 50-year controversy centered on the role of primitive or wilderness recreation in the Boundary Waters Canoe Area, Superior National Forest. 1920 the first proposal for a primitive canoe area; Next was a proposal for dams along the border with Canada that was turned down in 1934; Legislation was passed to prohibit timber cutting within 400 feet of waterways or portages; 1941 the Forest Service established a no-cut rule for one-third of the area; Seaplane travel was prohibited in 1949; Starting in 1948 private lands, cabins and resorts were purchased by the Forest Service, 4 million dollars to-date; 1948 motorboat use was limited; 1964 Wilderness Act designated the canoe area as Wilderness. Discusses results of interviews with recreationists. |
